How to Create Min and Max Timeseries with HYDAT Daily Average and Peak Data

Has anyone made a min/max timeseries with HYDAT Daily Average and Peak data?  Is there an agent that can splice two timeseries together so the peak data and daily averages can form one time series?

Is it better to insert the peak data into the daily average time series and hope that nothing peaks at midnight?

We're trying to get the Merger agent to work but can't get the agent to splice the peak data inside the daily average data.  The 'Public' timeseries has a Minimum(month) transformation on the input.  Any ideas on how this can be set up?
