Data conversion - DST to EST

We have a station that populates data in Daylight Savings Time. We would like to convert this data to EST. Does anybody know if there is an agent or script that can do this on the fly?

Does the station record data in DST?  Was this happening before the last WISKI upgrade?

The issue is that it was recording one hour ahead all of the time. This issue was brought up in today's meeting I believe. It has to do with KiDAT. I have a time shift in place for now of (-3600s)
